It turns out that they mean that literally. Every cookie recipe I've ever used has given that instruction and everytime I follow the advice, I end up with far fewer cookies than the recipe indicates. Today, my recipe was supposed to make 40 cookies and I ended up with only 28. Why? Well, when they say rounded "teaspoons" they mean teaspoons, not tea spoons. I've been using (since childhood) the tea spoons that come in any set of silverware. I think, though, that if I used a measuring spoon, an actual teaspoon, I'd get the results they claim.
Go figure.
